{International Training Seminar, MAY 28-31, 2016, PETROZAVODSK (RUSSIA)}

On May 29-31, 2016, the International Training Seminar “Development of Non-Motorized Modes of Transport as an Alternative to the Use of Personal Vehicles. The Possibilities of Adaptation of Foreign Experience in the Russian Federation: Problems and Ways of Their Solution” (under the Federal Targeted Programme "Increase of Traffic Safety in 2013-2020 years") was held in Petrozavodsk.

The seminar was attended by representatives of Ministry of Transport of the Russian Federation, United Nations Economic Commission for Europe, World Health Organization, Ministry of Youth Affairs, Physical Culture and Sports of the Republic of Karelia, National Moldova Republic Health Center, Research Institute of Road Transport, Moscow State Automobile and Road Technical University, St. Petersburg NIPIgrad, Irkutsk State technical University, VeloVoronezh, Bicycle Transport Research Institute n.a. M.Walfius. 

The key discussion points: benefits of non-motorized modes of transport as an alternative to the use of private vehicles in cities; development of non-motorized modes of transport as an essential element of transport policy at international, national and local levels; modern methods of organization of non-motorized movement.

The representative of the Ministry of Transport of the Russian Federation Dmitry Osipovskiy addressed to participants with welcome speech of the Deputy Minister of Transport of the Russian Federation Nikolai Asaul. It was noted that, formally, cycling and other forms of non-motorized mobility have not fallen under the Ministry’s authority yet, but it is planned to provide the maximum support to development of these types of movement in cities through development of the necessary legal and regulatory framework. The Deputy Minister expressed special appreciation to Transport, Environment and Health Pan-European Programme (THE PEP) under UNECE-WHO for the support in organization of the seminar. THE PEP has also included the seminar into THE PEP Relay Race - a series of seminars and conferences held in different countries of the UNECE region on the challenges of providing "sustainable development of transportation systems". 

On May 29 the National Day of Bicycle Parades was held in many cities of Russia. As for Petrozavodsk, the Parade became a part of the seminar. Within the Bicycle Parade it was organized a teleconference bridge Moscow - St Petersburg – Petrozavodsk and participants were able to listen welcome addresses of Deputy Minister of Transport of the Russian Federation Nikolai Asaul, Head of the Republic of Karelia Alexander Khudilainen, Vice-Governor of St. Petersburg Igor Albin, Deputy Mayor of Moscow, Head of the Department of Transport and of Road Infrastructure Development Maxim Liksutov.
